The Team

Planning Resolution was established in 2013 by Philip Atkins, who was formerly a Head of Planning at CBRE. Philip manages as the practice as Senior Director, providing leadership, client relationship and extensive experience and success in the London and South East development market.

David Williams was also formerly at CBRE and prior to that at a local planning authority. David’s balance between private and public sector experience, enables him to quickly identify planning strategies that mitigate planning risk, optimise development value and ultimately secure permission.

Phillip Taylor has a breadth and depth of experience of all manner of development projects, having previously worked in private practice and in several local planning authorities. Philip has been particularly successful in securing sensitive new build and extended residential development in Surrey and the South East.

The Practice’s structure ensures that every project is resourced by senior members of our core team, utilising our previous experience of varied development projects to reduce risk and uncertainty at the application and project delivery stages in order to deliver successful award-winning developments.

such as the City of London’s Guildhall extension and the redevelopment of the British Engineering works in Swindon (MacArthur Glenn Factory Outlet site). His main area of expertise is based in and around Central London and the South East, delivering development comprising sensitive conservation/listed building developments, high density mixed use schemes, tall building/tower schemes, city centre and complex brownfield sites.

With over 25 years of central London experience working for major architectural practises such as Rolfe Judd and Real Estate advisors such as, Fuller Peiser, DTZ (Head of Planning) and most recently CBRE (Head of City Planning), Philip is always looking to provide creative, commercial advice, working alongside clients as their planning and development advisor of choice.

Philip has a varied and interesting client base drawn from the hotel, residential, and education sectors. Philip has a strong belief in working with the client to understand and help guide their development aspiration and likes nothing more than passionately selling the dream to residents and fellow professionals at the central London Councils and GLA.

Outside of work Philip makes time for his friends and sport mad family, playing golf, tennis, padel tennis (try it), managing the Leatherhead Youth Cricket team and watching Crystal Palace FC.

As a result of private sector experience gained working for leading London Real Estate advisors and public sector experience at a local planning authority in Surrey, David has significant expertise in the workings, procedure and requirements of the planning process and is therefore able to provide tailored consultancy advice to clients in successfully negotiating the planning process.

David has strong working relationships with local authorities, architects, and other consultants which ensures projects are effectively managed to deliver success.

David is particularly experienced in hotel development, having secured substantial hotel development in London for various operators. David has also achieved notable success with adapting sensitive heritage buildings to alternative and more viable uses, namely L’oscar Hotel in the Former Baptist Chapel, Holborn, City Temple Church, Westminster Chapel, 80 Coleman Street, and Sugar House, Leman Street.

Career highlights include the Stirling Prize winning Zaha Hadid designed Evelyn Grace Academy and advising and introducing a new planning system to the Kingdom of Bahrain.

Outside of work David’s time is spent with his young family, with any spare time spent watching rugby and picking himself off the floor after CrossFit.

planning experience. Phillip joined Planning Resolution in March 2016 and is based primarily in the Surrey office in Leatherhead, working on residential projects in outer London and the Home Counties.

With a focus on residential development, Phillip’s day to day work includes the preparation of planning applications for major and minor developments from inception to completion.

Phillip prides himself on providing his clients with sound, commercially viable planning strategies in a comprehensive, timely and solution driven manner.

Having successfully worked with a broad spectrum of clients – including private individuals, investment funds, hotel chains and housing developers – Phillip has a breadth and depth of experience of all manner of development projects, be it new housing in the Green Belt, to golf course development, Listed Buildings, to bespoke private houses, to large scale office to residential conversions in central London.

Phillip joined Planning Resolution from Maven Plan – a niche West London planning consultancy practice – having formerly worked alongside David Williams and Philip Atkins at DTZ in the West End.

On the Local Authority side, Phillip has worked as a Principal Planning Officer within several planning departments in Greater London (Ealing and Kingston upon Thames) and in the Home Counties (Woking, Basingstoke and Deane and Mid-Suffolk).

Outside of work, Phillip is a keen cyclist, and has more recently has taken up an interest in drone photography.
